Abstract (EN)

Representation became imperative for democracy by the born of the high populated States. This situation caused to rise and to gain importance for the concept of election. Today democracy can not be imagined without elections. However, elections serve for democracy only if the elections are free and fair. Administration and supervision of the elections system must be run precisely to achieve the free and fair elections.There are a great variety of electoral management and electoral disputes resolution practices in the world. As a nature consequence, every society adopts a model which is suitable for it?s needs and characteristics. Aforementioned practices also have different consequences about success. In fact, it is possible that an administration and supervision of the elections model which is successful for a society can be failed in another society. Hence, the only way to understand clearly if a system succeed or not is to evaluate empirically. The system of administration and supervision of the elections is directly connected to reliability of the elections. The success of the system causes an increase about the reliability of elections on the other hand the failure of the system causes decline of the reliability. In this context there is a deep and crucial connection between administration and supervision of the elections and democracy. Within the scope of the research; by the empirically and comparatively handled of aforementioned connection, the system of administration and supervision of the elections in Turkey was tried to be discussed.
