Abstract (EN)

With this master thesis, "A Study on the Detection of Illegal Bilge Discharges with Modern Techniques in Marine Merchant Ships" was conducted. With this study, the detection of bilge wastes to be discharged into the sea illegally and large scale oil spills that may arise from ship accidents that may occur has been investigated by modern techniques. Identification of ships in illegal bilge discharge and initiation of legal processes are examined with sample cases. For this purpose, the captain and / or operator of a ship will be investigated and revealed what the criminal process it will experience when faced with such a situation. Marine merchant ships constantly create bilges in their operating processes. Bilge wastes they create can be disposed of on ships as well as on shore facilities. It may also be possible to discharge into the sea by not fulfilling these requirements. Satellite systems, aerial photographs and ultimately sample methods developed to detect the discharge of bilge-induced oil wastes into the sea are employed. In the light of these evidences, the necessary legal procedures are implemented by the Coast Guard Commands, Port Authorities and Metropolitan Municipalities within the jurisdiction of the port state.
