Evaluation of disaster management plan of Düzce province as a means of solving local service disputes after earthquakes

11 ABSTRACT From the earlier times, natural disasters, those cause serious casualties, injuries, together with environmental problems, always preserved their importance. The concept of "Disaster" deeply affects both the rulers and the public. For that reason, whenever the disaster management compared with the other administrative actions, we can easily consider its vitality in terms of the fact that any trivial mistake can cause considerable casualties. It is inevitable that local administrative problems break out with the result natural disasters. However, preparation of disaster management plans is not merely adequate. Efficient and quick application of these plans, prepared with the coordinated support of voluntary private associations, by central and local is also necessary. Furthermore, a system of rational balance in terms of duties and authorizations should be maintained between central and local administration together with civil society and public itself. In our country, there is a conflict of authorizations and responsibilities within the structure of disaster and emergency management. This matter can be removed by the administration of all the instruments of disaster and emergency management by only a single national authority in a coordinated way and strengthening of local governments. On the other hand local governments also apply their disaster management policy in conformity with national policy. An efficient disaster management could be maintained with a single organizational chart, a command structure, a common language and measures. As a result for an effective Disaster Management a common integrated approach that comprises all the local administrative organs, non-governmental associations and relevant private sector institutions should be developed.,
