The role of factors that determine strategic plan capacity in state universities: Data substructure and the study of participation

With the concept of globalization,as in many countries, traditional public administration has been abandoned in our country too and a new public management concept dominated by transparency and accountability has been implemented. In this context; with the Law on Public Financial Management and Control Act No. 5018, which is our financial constitution, strategic planning has been the main management tool of the financial management system. Organizational structure, instituonal leadership, participation understanding and governance principles and data substructure are the factors that determine strategic plan capacity. In this study has been examined participation and data substructure of strategic plans in public universities with questionnaire method and recommendations are presented by making statistical and descriptive evaluation of the results. It has been reveals that participation in the strategic plan preparation process in public universities is achieved succesfuly, but not sufficiently provided in the implementation, monitoring and evaluation processes. It has been determined that with the time of universites operate the importance of participation has been recognized and participation has increased in corparate universities. In addition, it has been observed that strategic plan data substructure have been created in universities but not supported by adequate personel and budget resources.
