A study on compliance with strategic planning requirements in turkish state universities

Abstract (EN)

The main aim of the research is to determine how appropriate the Turkish state universities prepare their strategic plans to the Guidelines put into effect by the central government. For this purpose, a Strategic Planning Guideline Compliance Index consisting 126 items was developed. In the study, the strategic plans of 50 state universities for the period 2019-2023 and 2020-2024 were analyzed and scored by using content analysis. We analyzed the variables of commitment, accountability, participation, academic achievement, foundation year (age), position preference and plan period variables that are potential determinants of success level with correlation, regression analysis and t-test using SPSS program. According to the analysis, we found that the level of success of state universities in preparing plans was "good" with 83.4%. In addition, we found that the level of plan preparation in accordance with the guideline was positively associated with commitment, accountability and participation, but not related to academic achievement score, establishment year (age), position preference and plan period.
