In our country, the application of using sufficient agricultural land, as a enlargened of fast rising population the need to set new villages, towns and cities and to widen the presents which are still exist; and some other needs like industrial foundations, mine, stone, sand, and brick mines, climate , touristic establishments and sports fields, military constructions, etc. shows a huge development against the agricultural land in the last years. Especially, in the last 10-15 years, agricultural land was invaded by this application and because of various constructions hundred thousands acres of agricultural land that was well for agriculture started to be used for nonagricultural needs. Depending on gradually growing the developing attack and the rise of population, in our country , the development which will occure in the future in settling, transportation, industry and tourism areas will increase the using the efficient agricultural land and also it will cause to be spread on our country rapidly. These developments we meant are the events which will appear in the future for our country. But our agricultural production must be increased orderly and continuously, in order to feed our rising population and not to have food problem in the future. To manage this, we should first keep our land which is the production environment and we should use it consciously, efficiently, on a planned and balanced. way. One of the precaution that should be taken to protect our agricultural land source and to provide its usage continuously is to make real and apply an urgent plan to use unfruitful or low fruitful land in the whole country, for those kind of needs and constructions we meant above. In Dogansehir, which is higher than Malatya, climate, related to height, is colder; so establishment is in the plains which have less wind, rather than mountanious land, that reduce the bad effects of climate. In addition, establishment shows a movement towards to east rather than district?s first settled center, because of easy transportation and cheaper land. The city shows a movement towards to west. The main reasons of this are the difficulty of transportation, the place of the city centre, it is in the higher position, less plant and as a result of less plant more erosion. As the people in the district get along with agriculture, settlement is in the plains in which the land is watery and productive. Besides, the vicinity is in the I. degree eartquake risk , and this is related to two active DAF zones. The structure of ground increase the bad effects of eartquake. As a result of these special features, development and growing of Dogansehir is limited. Another factor that affects the establishment is humanity. Economically agriculture and growing animal are the two main ways of living and this affects the establishment in the district. For example, Sürgü Dam which was built for watering, helped to develop vegetable and fruit agriculture and growing animal; so it is the most important effect of establisment in the district as a result of settling according to the activities to get on with. Like in Turkey, in Dogansehir Plain and surrounding nature and human relation must be well analyzed and also applications must be done which will not damage nature. In relation with nature and human being, activities that harm the nature must be avoided and government should prevent it with strict precautions and should inform the people in this area
