Abstract (EN)
The 19th century was a painful and long period for the Ottoman Empire. In this period, in order to keep the empire, which was in the process of collapse, the reform movements that started with the Mahmud II period continued rapidly after the proclamation of the Tanzimat. In parallel with the reforms, many laws and regulations have been drawn up in order to ensure the survival of these reforms. In order to preserve and discipline these laws and regulations, an official state report called "Düstur" was created over time. In Düstur, it is possible to see the arrangements made in many fields, especially in the political, social and economic fields of the period. From this point of view, it can be said that this official source has a feature that contains studies that reveal the conditions of the period. Our work, Düstur, Volume I, (pp. 608-836) consists of regulations containing a total of 25 different subject headings, together with its annexes. In our study, these regulations were transcribed and evaluated by scanning academic sources as much as possible. At the end of our study, some laws and rules published by the empire in the 19th century have been tried to be explained by unearthing to some extent.
