Abstract (EN)

Search and rescue operations are activities carried out in order to save human life in accidents/incidents that occur on land or sea. These operations should be carried out in a short time and correctly. The speed advantages of unmanned aerial vehicles, having useful loads to track victims such as cameras and radars make these vehicles a successful option to be used in search and rescue operations. In order to use unmanned aerial vehicles effectively in the search and rescue activities that will take place in the Aegean Sea Search and Rescue Region, the locations of the stations where these vehicles will be controlled should be determined in the most appropriate way. In this study, parameters such as geographical and meteorological conditions that are effective in determining the locations of costal stations of unmanned aerial vehicles, constraints caused by unmanned aerial vehicles, the importance of Çanakkale Straight, accident/incident densities were determined. After these parameters were determined the design of the mathematical model to solve the problem was started. In terms of its subject, the problem is the facility selection problem and the solution model was prepared by using set coverage equations and maximum coverage equations. After the model was created, it was solved with GAMS (General Algebraic Modeling System) and the most suitable locations for the Aegean Sea Search and Rescue Region were found. The prepared mathematical model is ready for use in different geographies where different geographical and meteorological conditions outside the Aegean Sea are effective and where marine accidents/incidents occur at different degrees. Apart from the search and rescue, the model can also be used to determine the locations of areas such as hospitals, fire stations, emergency response centers.
