SWOT analysis of strategic planning i̇n education: Evaluation of a SWOT analiysis of public universities i̇n Turkey

In the world where global competition prevails, businesses, institutions and organizations want to clarify the future with their strategic plans. In order to clarify the future, the organization wants to dominate its internal and external environment and manage them. Strategic plans benefit this goal. Each organization lives in a global environment, and strategic plans that cannot predict the future also affect the future of businesses and their lives. At this point, it should be remembered that one of the objectives of each organization is to ensure continuity. Decisions taken during the formation of strategic plans illuminate the future of organizations as long as they are realistic and accessible. It should also be noted that the organization is alive when making decisions. Organisms take measures to the extent that they are affected by environmental dynamics. Organizations should act in this direction. As in the private sector, how much of the decisions taken in the public sector are implemented and the foresight of the plans affect the efficiency. However, there are differences between the strategic plans implemented in the private sector and the strategic plans implemented in the public sector. But in order to make strategic plans successful, it is necessary to involve all stakeholders in the strategic planning process in both sectors. In this study, the importance of strategic plan, its purpose and terms related to strategic planning are explained. Then, while explaining the areas in which the strategic plan is applied, the applications in the world and in Turkey are explained. While explaining the practices in Turkey, the private and public sectors were evaluated separately and it was aimed to draw attention to universities in the public sector. Because universities are the highest places of dimanism. With strategic plans, this dynamic structure is expected to benefit. In the study identified the weaknesses and threats in SWOT analysis found in the strategic plans of State universities in Turkey, and identified and analyzed the basic similarities and differences between the plans.
