Unexpected crises and possible problems in the future made obligatory countries to restructure their social security systems. With a general expression, the fact that individuals forming society their present and future times guarantee from socioeconomic point of view without considering any difference is defined as social security. Social security incorporates many different elements. Among these elements, Illness, poverty, retirement, and job accidents take place. In this context, in case that individuals meet the elements specified, systems were developed for compensating their losses and all of these systems are defined as social security system as a whole. In the last years, the development of health conditions caused the rate of old age population to rise. This development for sake of being able to provide sustainable fiscal development in social security institutes, is accepted as an element threatening the system, and it revealed the reform need for the system. Therefore, countries, making reforms in their social security systems, developed multi-legged social security systems. Multi-legged social security systems consist of three legs. The first leg consists of social security systems, in which obligatory participation carried out by government is based on, while the second leg consists of social security systems based on obligatory or voluntary participation in cooperation with public and private sector. The third step consists of social security systems, in which voluntary participation, carried out completely private sector, is based. The difference of the system, called multi-legged social security system, from traditional and single-legged social security system is an approach of system, in which not only government but also private sector is included in the system. Together with multi-legged structure, the share of private sector in pension systems has increased in the serious rates. In this transformation process, in multi-legged structure, IPS takes place and consists of an important step of social security steps. The main aim of the study consists of the efficiency of IPS in wide-Elazığ City and of measuring empirically. Many different studies carried out IPS take place in the literature. But, the lack of any study, in which individual pension system is evaluated in the scope of Elazığ city forms the original aspect of the study. While the size of sample is calculated, only the population of the central district was based on, simple randomly sampling method was used; and calculating the number of sample under the assumption of acceptable error rate of 5% and security level of 95%, the number of participants was identified as 384 people. However, due to the fact that there is missing data in some of the survey data, the survey of 366 people were included in evaluation. With the findings obtained at the end of the study, the existing state of IPS in Elazığ City was introduced and obtained the view of system for Elazığ City was more clearly expressed. In addition to these, in the direction of the findings obtained from the study, it was identified that forming for hypotheses for IPS, the presence of the relationship was tested by Chi-square test. In the direction of the findings obtained, the main determinative of IPS in Elazığ city was identified as the income state and the sector, where the participants work.
