Key Words: Web based control, electronic notice board, microcontrollers, PIC18F452 In this information era, due to the fact that rapid progress of information Technologies, ?remote control? consept contributes our lives rapidly. One of the many remote control technigues is a web based control. In the web based control, the system that will be controlled is controlled via the internet. In this thesis, controlling an electronic notice board using via web has been realized. Thus, dependence on place is eleminated and it is provided a fast access to electronic notice board, economically and safelly. Hence, it is expected that using the board in education establishments, public buildings, hospitals and so on will get advantage. This thesis covers knowledge about PIC microcontrollers, PIC 18F452 series microcontrollers, RS-232 communucation protocol, ASP programming language, Delphi programming language, PIC C programming language and datasheets of components that are used at implementation. Finally, the implementation is presented and flow chart and codes of written programmes and circuit schmatics are given.
