Evaluation of urban planning culture in Early Republican Era Turkey within the framework of green policies and goals - hermann jansen plans

The main purpose of the research is to evaluate the planning culture and experience that was developed during the founding of the Turkish Republic, in terms of green policy and goals, through the studies of German Professor Hermann Jansen, who prepared the first city plans of the capital Ankara, Izmit, Gaziantep, Adana, Ceyhan, Mersin, Tarsus. In order to understand the structure and cultural heritage of the cities inherited from the Ottoman to the Republic, the subject of respect for nature and environmental awareness in the Ottoman local governments and social value system is also included. In the development of the planning culture of the Republic, not only Jansen, but also the ideals and decisions of the administrative staff of the Republic, especially Atatürk; the accumulation of academic, political and social efforts in Turkey; external and internal factors have been decisive. Some urban theories and urban utopias, which affect the burgeoning modern planning vision in the world, have also affected the planning culture of Turkey through foreign experts like Jansen. The periodical process in which Jansen acquired his own professional knowledge and experience, was examined. The subject of the research required an interdisciplinary study. In this context, the method is based on a mixed model in which qualitative and quantitative research methods are used together. The main construct that will ensure the internal consistency of the model in the research examining the period between 1929-1939, in which Jansen worked intensively in Turkey, is to consider the research problem not only theoretically, but also in concrete city examples. Green policy principles are seen when these cities' plans and plan decisions are examined. In the period when publicism was dominant in planning, social justice was as important as aesthetics, health, economy and transportation principles in Jansen Jansen's With his features such as taking into account the interaction of city and countrplansan; iplansrating planning with the branches of art, architecture and landscape architecture; presenting the spaces that give the city its identity with perspective drawings; taking environmentally sensitive decisions, Professor Jansen contributed to the development of Turkish planning culture and left permanent traces that will reflect on these days.
