Abstract (EN)
Our country is located on an important earthquake zone and most of the population lives under earthquake danger. Earthquakes that have occurred until today and the loss of life and property are the biggest indicators of this. Erzincan province, which is one of the most seismically active regions of our country has been exposed to many devastating earthquakes in the historical process. The earthquake that occurred in Erzincan in 1939 went down in history as one of the biggest earthquakes in the Anatolian geography with its severity and the consequences of damage. After the earthquake in 1939, Erzincan turned into a disaster area and the city was rebuilt in another area. On March 13, 1992, another devastating earthquake occurred in the city, hundreds of buildings were damaged or destroyed. This situation caused by the earthquake has made it necessary to structurally examine the existing building stock in the city settlement. In this context, a fast scanning method was needed to evaluate many buildings quickly and economically. In the study, the first stage (scanning from the street) evaluation method, which is one of the fast screening methods developed by METU, was applied. In the areas determined within this framework, all reinforced concrete residential structures were evaluated with the method of scanning from the street and building performance scores were calculated with the results obtained. Thus, priority rankings of buildings against earthquake risk were determined. In the study areas, the raster maps created with the soil survey studies in the "Geological / Geotechnical Survey Report Based on the Zoning Plan of Erzincan (Center) Municipality" were digitized in the ArcGIS program and used as a base in the study. The data obtained from field and ground surveys were combined and risk maps were created. With this thesis, the buildings in the city settlement were evaluated in terms of disaster risk and an inventory was created on a regional scale. It is aimed to create a knowledge base in the disaster preparedness strategy and planning to be carried out by local administrators and to provide a basis for disaster related mitigation efforts.
