Abstract (EN)

The region that includes Ancient Asia Minor, that is, Mesopotamia and Anatolia, and the Egyptian lands are important geographies that have hosted many civilizations and have therefore been the subject of many researches. The administrative and military shaping of these regions we have mentioned occurred with agriculture-based activities and later with the emergence of excess products called surplus products and the beginning of commercial activities. The civilizations of Ancient Asia Minor and Egypt, which still maintain their importance today, have continued to lead the world and set an example in many aspects in later periods, thanks to the knowledge and experience they received from their past. Since Mesopotamian and Anatolian civilizations were physically close to each other and naturally influenced by each other, they also interacted administratively and militarily. Sümerians, one of the Mesopotamian civilizations in particular, influenced many civilizations that came after them and managed to rise to the position of a pioneer civilization, mainly thanks to the activities they carried out in the fields of agriculture, trade, science and culture, and the developments in the field of management. It has been observed that there were some administrative and military problems arising from governing as city states in both Anatolia, Egypt and Mesopotamia. However, the rulers who dominated all the city-states managed to solve these problems. As the borders changed and the areas of sovereignty expanded over time in the fields of civilization, more regular and systematic methods were developed in the administrative and military fields, and these developments set an example for the states that emerged later in the region.
