Abstract (EN)

The Armistice of Mondros made the Eastern provinces open to occupation and aimed to provide a home for the Armenian state. Under these circumstances, the Association for the "Vilâyât-ı Şarkiye Müdafaa-i Hukuk-u Milliye" was established. Branches opened in the Six Eastern Provinces. Approximately 56 delegates attended the Erzurum Congress and Sivas pro-vince was represented by 13 delegates in this congress.Based on "Erzurum Congress Memorabilia" written by Fazlullah Moral, one of the two delegates of the central san-jak of Sivas province who served in Erzurum Congress, "Erzurum Congress Procee-dings" and historical documents belonging to the Congress period were examined and a scientific comparison was made. In Fazlullah Moral's memoirs, there are also issues that have not been mentioned in other sources. The way the Sivas Central de-legates were elected, Mustafa Kemal Pasha's uniform problem, what happened in the private meeting with Mustafa Kemal Pasha while the Erzurum Congress was going on, the requests of Mustafa Kemal Pasha from the Sivas central delegates when he was leaving the delegates, the meetings between the delegates who arrived early in Sivas and Fazlullah Moral etc. subjects are of a nature that will provide new informa-tion to the history literature. Evaluating and bringing these findings to light has been the main approach of our study. Keywords: Fazlullah Moral, Erzurum Congress, Vilâyat-ı Sitte, Congress Procee-ding
