Abstract (EN)
Baron de Bois le Comte is French Diplomat who lived between 1796 and 1863. At the year 1814, he took up a position in the France Ministry of Foreign Affairs. In 1816 he appointed as the third secretary in Vienna which was the starting point of his diplomatic career. Soon after, in 1819 he appointed as second secretary in Saint Petersburg and then in the years 1821-1823 as acting ambassador, in the years 1824-1825 he had appointed as the first secretary in Madrid and acting ambassador. From this date forward Baron had became deputy warren in Diplomacy Department of Ministry of Foreign Affairs, afterwards thanks to his abilities he inducted as president of administrative body in Ministry of Foreign Affairs. He maintained his duty until the revolution that happened in the July of 1830. However, after Victor de Broglie had appointed as the Minister of Foreign Affairs, Baron was called for a duty regarding his successful abilities and skills which is an meanwhile project in ?East Mission? which is also known as ?Sharing Ottoman Empire and Reorganization of Europe?.Yet in this time period Ottoman Empire was struggling with the Egypt Despondence that Mehmet Ali Pasa started. While Egypt Uprising, unlike the other European Countries Russia had positioned at the side of Ottoman Empire and send the Russian Navy to the Bosporus shores in case of the attacking plans that might come from Ibrahim Pasa. France was very uncomfortable with the problem of Russia being fairly close to Babıâli and Russian Navy location since they were yearning for an advantageous solution for them. Therefore, France sent Baron de Bois le Comte to Ottoman Empire regarding his skills in foreign affairs in order to solve this problem with mediation and consequently remove Russian effect on Babiâli. Alongside with Baron?s current duty he is also assigned to report with a single file about the developments happen in Ottoman Empire that is struggling and close to the end.In this study, Ottoman Empire?s economy in 1834 will be examined by using the reports available in Paris Ministry of Foreign Affairs that Baron indicated who sent to Ottoman Empire with this special mission.
