Restructuring process in the Euphrates Shield region: Social policy practices

The civil war in Syria; countries of the region especially in countries such as Turkey, which borders Syria, has been significantly affected. After the events that started with the civil war in the region, it has appeared in many terrorist organizations. In this process, Turkey has carried out several millitary operations to prevent the activities of terrorist organizations and to ensure national security in the region. One of the military operations was the Operation Euphrates Shield. In this study; as a result of the operation of the Euphrates Shield, the reconstruction process in the region, which was secured by cleaning the terror, was evaluated. During the civil war, in the Euphrates Shield Region, people living in the area exposed to forced migration and experiencing various problems. In this study, after the operation, the changes and transformations in the access to basic public services by people are discussed. Turkey is a country that most affected from Syria civil war and being home to millîons of refugees coming Syria. Turkey has created a habitat with the Euphrates Shield operation in Syria for Syrian people because of they can continue to their life safely. Within the scope of this study, the historical course of the developments in Syria, the events that started with the beginning of the civil war and the process to the operation were evaluated. The study is discussed many social policy issues that in the light of the developments in many areas such as commercial life, religious services, social assistance, education and justice system, the changes and transformations after the operation, in the Euphrates Shield Region. In addition to face-to-face interviews with policy and project managers; this study also covers the observation of the findings obtained from the interviews with the people of the region after the visits to the field (Euphrates Shield Region) and following the examination of the findings from the academic perspective.
