Abstract (EN)

In the first years of Azerbaijan?s independence, the local administration which is the one of important indicators of the modern state had been formed at the same time with the central administration. But because of non-existence of local administration in the past there have been serious problems with the application in the country.In the research, development and organization process, financial structure of the municipalities and relations between municipalities and the central administration were examined. The fact that there is no local administration tradition and that the tradition of transition from the local soviet to the municipality still continues is one of the reasons which affect the incorporation process of the towns in a negative manner. The role of the central administration which is not based on the objective criteria and granted to the subjective understanding of the political power, in the relations of the local administration and central administration shows its influence.Key Words: Local Government, Municipality, Azerbaijan, Problems and Solutions.
