Özet (EN)

The economical and social problems of low and median income countries which constituent the big part of the population as known underdeveloped is the workspace of development economy and improvement sociology. From II. World War, for this countries the characteristic policy is traditional development but after 1970?s this concept came down by neo-liberal politics. The problems are becoming deep nowadays but besides economical development and new development concepts that centered the humanbeings and environment are increasing.In this study, the underdevelopment was explained by economy, sociology and traditional and new development theories was discussed by variable paradigms.In the first chapter of this study, underdevelopment and development concepts are described in a historical period and examined the features of underdevelopment countries. Also the development signs are shown with graphics and comment with comparative in this chapter.In the second chapter, development theories which explains the underdevelopment and based on traditional economy, and new development theories which formed by changing world are examined.In the third chapter, rationalization, westernization, development concepts which began in the last period of Ottoman, also the development policy of Turkey are examined. And last a causality analyze was made with human capital and economical growth that the characteristics of new development theories.
