Özet (EN)

The Global Financial Crisis, which started in 2007 and deepened and became global in the following 2 years, affected almost every country at different levels. It has led to contractions in the world's total foreign trade, resulting in decreases in the national income and growth rate of countries and, accordingly, increases in the unemployment rate. Throughout this process, the adequacy and success of neoliberal economics have become debatable, and new searches have naturally begun. It has become controversial in both academic and political circles whether China, which continues its way by integrating the country's economic system with the global and capitalist world, without giving up its control, can be a development model in this alternative search. The period when the existence of alternatives was forgotten in the neoclassical world coincided with the rise of the People's Republic of China. In this thesis, the necessity of looking at development from a new perspective is emphasised and an examination of the Chinese Development Model is made to show the existence of alternatives. The necessity of prioritizing development and whether the Chinese model can constitute a development model for developing countries in this context is the main subject of this doctoral thesis. The main hypothesis of the thesis is that China cannot create an absolute model for developing countries. After the first part, in which the orthodox approach of development economics is criticized and the development approaches and theories in the literature are discussed in this context, in the second part, the Chinese Development Model is examined in detail and the aspects that distinguish the model from other models are revealed. In the third and last part, the existence of the path from development to growth has been proven with the help of causality test first and then dynamic panel analysis and analysis of growth model components of 92 countries including China, and whether China's development model is applied as an alternative model for developing countries. implementation has been discussed. The results of the tests conducted after the theoretical discussions in the first two chapters support the hypothesis that development should be prioritized, which is strong evidence that the path of development goes from development to growth. The answer to the question of whether the Chinese Model can serve as an example is that it cannot be taken as a one-to-one example due to the unique characteristics of China, that is, it cannot be an absolute example. Nevertheless, the fact that China is a model for developing countries should not be ignored in terms of showing the existence of other alternatives.
