Determining the executive problems of the sports experts working in the General Management of Youth and Sports

Dr. Müberra ÇELEBSeptember-2005, 116 PagesThe aim of this research is to determine the executive problems of the sportsexperts who work in Youth and Sports General Management by their point of view.Qualitative research methodology is chosen for this research. Data areobtained by semi-structured interview method. In the research typical situationsampling and easily accessible sampling methods are used. Data are studied bydescriptive and content analysis methods.After analysing the data which are obtained by the interviews made by thesports experts employed by G.S.G.M, the problems revealed the sports experts arecoded and grouped in definite topics. The problems which are faced by the sportsexperts while they are performing their duties are grouped under seven topics andthese topics are defined by their sub-dimensions. 1) Problems related toorganisational structure (Tough hierarchical structure in the organisation, traditionalorganisation structure, ignoring organisational development and inadequatecoordination) 2) Problems related with tasks and responsibilities (Lack of jobdescription, imbalance between authority and responsibility, unexistence of jobsecurity, because of the legal executions unexistence of promotion, lack ofperformance evaluation) 3) Problems related with managers? qualifications (Thequality of the manager, leadership characteristics) 4) Problems aboutcommunication (lack of usage of teamwork, individual disputes and conflicts,individualism, inadequate communication, inadequate communication amongdepartments 5)Problems in decision making process (lack of participation indecision making process, ignoring the ideas of subordinates, decision making andsignature) 6)Problems about motivation (inadequacy of motivation, threating andlack of rewards) 7) Problems related with salaries, directed the sport experts(financial inadequacy, imbalance for the issues of education, task and salary),problems about organisational means (econonomical insufficiency, insufficienttools, equipments and establisments)G.S.G.M has a huge organisational structure consisting of center andprovincial organisations. There exist employees and officers in various ranks of thisorganisation. The number of the sports experts which have a starting volume of 476experts is decreasing day by day for kinds of reasons. There may be many reasonsfor the decrease of this quantity. At the end of this research, revealing the executiveproblems of the sports experts may be accepted as a positive step for solution of thisproblems.Key WordsSport Expert, Sport Manager, Executive Problems
