Recent epoch Turkey-European Union relations in the context of securitization and externalisation of migration

This study deals with the phenomenon of immigration with the Copenhagen School securitization model. In this study the reconstruction of externalization and securitization of migration policy of European Union focuses on relations with Turkey. Also this study aims to analyze Turkey- European Union (EU) relations within the framework of recent migration cooperation. In this direction, the main problem of the study is that Turkey's full membership calendar has not been clarified. Turkey has become a buffer state with the EU's externalization and securitization practices of migration. Turkey's EU candidacy process is left to an indefinite date with migration cooperation practices. Turkey's position is reduced to a privileged partner, even more to a strategic partner, which means move away from the status of an European Union candidate country since Turkey and the European cooperated in the field of migration. While the study examines these hypotheses, it uses qualitative, objective and critical methods. As a result of the research, the study concludes that Turkey- EU relations has gained a new dimension with migration cooperation. Although an attempt was made to bring a new dynamism to the relations, loss of mutual trust is an important issue. Turkey signed Readmission Agreement with the EU within the framework of migration cooperation, based on the visa liberalization dialogue. Shortly after signing of this agreement, Turkey reached with the EU 18 March Agreement, started the readmission of migrants. The study concludes that EU Summit decisions do not respond to Turkey's expectations from migration cooperation with the European Union. As a result of Turkey- EU migration cooperation, Turkey couldn't gain visa liberalization. Neither Turkey's candidacy calendar is included in June 2021 EU Summit, nor new negotiation chapters have been opened. Although Turkey has recently stated that it has not given up on its goal of becoming a full member of the EU, the practical summit decisions of the EU are far from Turkey's expectations. The EU ignores Turkey's goal to become a full member. The study concludes that the EU continues to define Turkey as a privileged partner with whom cooperation is obligatory in certain field as seen in included on June 2021 decisions. EU's control and security-oriented cooperation practices that see migration as a problem will not give positive results. Approaches that care human rights and immigrant security will benefit the parties. If the tragedies in the Mediterranean, the Aegean and elsewhere continue, everyone will lose.
