New media tools that make up today's technology; In addition to its social, cultural and economic effects, it also affects the visual practices of our time. New media tools are technical strategy tools of seeing and showing. The strategic nature of technical tools based on seeing and showing first progressed with ancient optical theories, perspective and camera obscura. Afterwards, it continued with the use of cameras, cinema, television and video as technical tools. Therefore, vision and visuality have continued with the strategy of technical tools until today's new media, computers and new screen technologies. The first information about vision and visuality of the world we live in is based on the optical theories of ancient natural philosophers. These theories formed the culture of ancient times. The idea that rays come out of the eye, which is put forward about seeing, has spread looking as a bad action. However, with the thought of the Renaissance, this view of the past turned into a painting theory and perspective technique, together with optical theories, and thus a strategy that established the eye in gaze. The culture of visuality was structured with the strategy of establishing perspective and perspective and the spread of printing, writing and information in parallel with these developments. Then, camera obscura, photography, cinema, television, video, new media tools became part of visual culture as technical tools of seeing and showing. This study reveals the relations between this process and the art of painting with the concepts it deals with through the technical means of seeing and showing. In particular, the use of computers as a tool in artistic production, which started in the 1960s, is discussed through the works of Kawano, Labosky, Leon Harmon and Ken Knowlton. The works produced by Jeff Koons, Dan Hays, Brian Alfred and Julian Opie in today's media environment have created new possibilities of seeing and showing, and at the same time, enabled the emergence of new forms of expression.
