Abstract (EN)
Cities are living and transforming systems. Cities go through the regeneration/renewal and transformation processes within the scope of their political, social, economic, physical conditions and/or the certain guidance. Istanbul is in a state of a continuous change in different periods, on different qualities. Istanbul; as a city with its history date back to 8500 years ago, documented by Yenikapı excavations; has a privileged place with its geographical location, nature, historical and cultural riches, and tourism potential. However, the city has some problems arising from economic activity, population density and social structure of the city, as well as many physical problems such as earthquake risk, inadequate accessory areas, and aging-corruption. With all the defined positive/negative features, the best representation of Istanbul is undoubtedly seen on the Historical Peninsula. Historical peninsula is specially prefered as the basis of this study because of the exemplary richness that will be presented by its properties like being a protected area, offering possibility of observing various regulatory approaches, hosting important urban renewal applications. In this study; within the scope of Law No.5366, titled "Urban Renewal Law" which was accepted in 2005 in our country, the photographs of the urban renewal practices which are carried out from 2005 until the present day in the Historical Peninsula were taken. In the first part of the study; researches on the purpose of creating a bibliography and enriching the content of the thesis, are presented in the literature summary, and then the purpose and hypothesis of the thesis are revealed. In the second chapter; "Urban Renewal", is defined with a variety of concepts, were informed about the different methods of intervention, and the historical development of urban renewal cases in USA, Europe and Turkey is presented. The year 2005, in which the Law No.5366, titled "Urban Renewal Law" was effectuated, is taken as a reference date to indicate before and after in the study. Here, in the third chapter, the legislative bases of urban regeneration practices in 2005 and early years, were transferred; and in the period after 2005, changes in Law No.5366 and other regulations were examined to see how this legislation was affected. In the fourth chapter; ongoing and/or completed urban renewal works on the abroad and Historical Peninsula have been examined. The completed ones of the discussed renewal applications, were analyzed in more detail by studying in seven different topics as "goals/objectives, project area, planning, actors, participation, finance, application" In the conclusion; the problems in the examples of the urban renewal works in foreign countries and the in the Historical Peninsula were identified and the solutions for them have been put forward.
