In this study, it was intended to develop a model for the use of noise distribution maps as plan attachments and/or bases in city plans to be included in plan decisions and for the long-term solution of road noise pollution as an environmental problem. To this end, noise distribution maps were created using SoundPLAN and evaluated in the Çukurova district urban residential area under the Environmental Noise Distribution and Management Regulation dated June 4, 2010. In addition, possible/simulation/predicted noise distribution maps were created in the urban development area which was scheduled to be zoned for construction. The research area is exposed to the minimum level of Lnight (58 dBA) noise of 7.90 sq km of space and 97.800 people in the urban residential area. In the area of urban development, it is estimated that 2.74 sq km area and 26.900 people will be exposed to at least Lnight noise level. The effectiveness of proposed, artificial and natural noise barriers in the environment between noise source and receiver was assessed in the urban residential area for noise pollution reduction and/or prevention. In the area of urban development, however, the proposed structure and road distance and green space or green belt effectiveness were evaluated to solve the noise pollution problem. An approach/model proposal was established for the use of noise distribution maps in urban plans.
