Abstract (EN)
In order to meet the needs of large settlements and high population, increasingly amount of drinking water needs to be treated in effective and efficient plants which are qualified and reliable. In this study, it is examined how the project management based on the optimum process selections of drinking water treatment plants that can work more effectively and efficiently to meet this need. By utilizing the current legislation, specific to Gölköy and Gürgentepe Drinking Water Treatment Plants, project management stages are examined in the context of scope, communication, budget, time, supply chain, human resources, risk, quality, stakeholder, and integration. In addition, effective project management is examined by making situational analyses in terms of risk assessment with the Fine Kinney Method in terms of capacity utilization rate, occupational health and safety, evaluation of the treatment efficiency of the plants over the years, calculation of the current construction-mechanical and electricity costs, evaluation of cost analyses based on time of construction and operating costs, and renewal or optimization of existing drinking water treatment plants. Moreover, in the new projects, it is aimed to choose the optimum process based on the current regulations and to ensure efficient project management in order to use public resources effectively and efficiently. It is considered that the project managements will provide insight and benefit in terms of more effective and efficient use of limited economic resources by conducting a situation analysis during the renewal or optimization of existing plants.
