Abstract (EN)

ABSTRACTn the course of World War II, with the outbreak of the war, in Turkey which was inmood of mobilization, it was discussed that an important portion of current population wouldbe called into military service, and rising proportion of state budget would be reserved. nshort, between 1940 and 1945, entering of country into war economy was discussed.When whole period of time is taken into consideration, the most important measurewhich was taken by Turkish Government was The Law of National Protection which waspassed by the Turkish Great National Assembly on 18 January of 1940. This law gavemassive authorize for solving scarcity of capable people as to confiscate to accumulate stockand product of plants provided that they would be repaid; to confiscate and run plants; to giveemployees responsibility of obligation; to designate the price of goods; to distrubute productswith fixed procedures; to designate the conditions of selling in export; to establish stateinstitutions on condition that to get busy with economical and trade activity.On the extraordinary conditons of war years, it is clear that due to taken measures, indomestic markets, it was impossible either for suply and demand to be carried out freely, or tofix prices in respect of this.From this point of view, at this period of time, in domestic markets, state intervention,even state trade was carried out on a large scale.
