VI ABSTRACT Masters Thesis The Educational Training of the Department Managers in National Education Department Managers in Towns Mustafa AKDAŞ Fırat University Institute of Social Sciences Department of Educational Sciences 2004; Page: XTV + 100 That the educational administration being a professional vocation in the world, made it compulsory for the educational leaders to be trained via education in our country too. Rather than the department managers who form an important part of educational administration, to be appointed according to unscientific ways, they are appointed for the first time in 1999 with an examination according to a bye-law and their starting to be trained with on-duty training is an important step. This research held depending on the opinions of the department managers are descriptive. The universe of the research is formed by the department managers who attended the examination on 1 June 2000, became successful at the end of the on-duty training and, appointed at the end of all these. The sample is formed by the 352 department managers whose names are taken from the interested departments and the 293 of them who attended the survey. The datum is obtained via the survey applied to the department managers who were in the sample group and the ones who are applied the survey. The survey is developed by the researcher, the validity and the reliability of the study is studied and the reliability rate is calculated as Alpha o.81. The application of the survey is held by Ministry of Education, the Head of Research and Development Department (EARGED). The datum is analysed withVII SPSS for Windows 10.0. In the analyses of the datum percentage, frequency and the variance analyses are used, and the following results are taken. The on-duty training is given in the way to make the colleagues to attend actively; it motivates them and, develops their ability of problem solving. It is determined that the education places are suitable and the lecturers communicate with the applicants well, they were in decided about the vocational applicability of the on-duty training, the usage of the equipment by the lecturers, the access of the applicants to the materials, taking their own opinions and using experienced events. They have found the time not enough and, claimed that the on-duty training is not given in an applied style. The department managers claimed that their place in the hierarchical order is not certain, their authority is not enough, their borders are not determined clearly and they have problems in dealing with the school masters and other upper and lower officials. They say that their authorities and the responsibilities are not balanced and, a good knowledge of the rules can not be considered enough for themselves. They don't consider themselves to make educational leadership, can not separate enough time for educational activities and do not consider themselves to be the ones to innovate the educational policy of the towns. The department managers say that they use their authority while making judgements, consider the duties given by their administrators as their own and while giving a duty they make guidance and obey the rules. The department managers take their problems which they can not solve, to their administrators and spend most of their days with routine works. The department managers say that in their duties they have the necessary social environment and they are forced by some groups. They also claim that they are in decided about whether or not they should attend the decisions and affect the schoolmasters and teachers. They found the contents and the time organised for Leadership, Developing Visions, Public Affairs, Crisis Administration, Department Culture, Skills of Communication and Social Interaction, Administration of Human Resources and Vocational Ethics and the methods of their teaching and the readiness sufficient. Public and Educational Administration, the Administration of Meetings, Time and Stress are found from the points of time sufficient, and methods and readiness level either. The time organised for the budget is found contextually insufficient but from the point ofVIII readiness sufficient. Total Quality Management is found from the points of contents, methods and readiness sufficient. The Basics of Administration and Administration Processes are found from he points of methods and readies insufficient. The subject of The Skills of Communication and Social Interrelations is found from the points of methods, content and readiness sufficient, but from the point of readiness there hasn't formed a common idea. The time organised for the Usage of Technology and Research is found from the points of methods and contents, sufficient but from the point of readiness sufficient.
