Investigation of institutions in the finance of elementary schools parent-teacher association model

In the finance of Elementary Schools this research that aims to examine parent-teacher association model, is a qualitative research as it intends to describe what is the current situation. The data were collected during the study with interview technique. The study sample consists of school principals, teachers, who work in puplic elementery schools of Nevşehir, parent-teacher association leaders and parents worked in the 2011-2012 academic year. In the study 5 school principals, 5 school council leaders, 10 teachers and 10 parents were interviewed. Thus, during the research process the number of interviewed people were 30.In the study it is established that parent-teacher associations have incomes in 13 different items and trying to financed eight different other items of expense with these incomes. It is seemed that a good system has not been established to record parent-school association properly by the Turkish National Education Ministry. The income-expense registirations of parent-school association are recorded by the school management instead of school council. Both school principals and parent-school association leaders are pointed as a failing part that meetings do not held regularly or some members do not join properly. Thus, activities are not run regularly.Teachers are encouraged and forced by school managements to collect money in the name of parent-school associations. This affects teacher?s psychology and mental health.In Elemantary Schools spending authority should be in control of school management and payment should be provided according to the numbers of teachers and students of schools. Financing source provided by the parent-teacher associations should be spent not for the general expenses of the school but for social-cultural activities and to increase the quality of education. Parent-school associations should be completely independent from the school administirations. In the activities, school management and teachers should be consultants not activators. Elemantary shools should prepare a financal registeratian model which they are able to record all the financal sources.
