The purpose of this research study is to find out ?the fair play? insight of primary school administrators, teachers and pupils.The participating schools in this study are three most active schools with their sports programs in the Province of Bolu; and the subjects are 7th and 8th grade pupils, 3 PE teachers and 3 school managers. They were selected by ?Purposeful Sampling Method?.The study is based on quantitative method. Interviews were conducted and half-structured interview form was used to discover the views of the participants about ?fair-play?; their rules in solving problems proceeding from fair-play and their opinions to improve the concept of fair-play.By using descriptive analysis in this research study, the researcher outlined the data in accordance with the previously set themes; codes and themes were additionally organized by content analysis.The participants expressed their views on ?fair-play? in data findings regarding the following concepts:a) Pupil subjects: ?gentlemanliness : compete under equal circumstances, favouring his or her mate or his or her own personal interests, being a sportsman, royalty, sharing the achievements, sense of winning, tolerance, unsportsmanlike behaviours, fair play.Virtuousness : self-criticism, sportsmanship, winning-based behaviour, tendencies toward violence, non-acceptance of the score, dishonesty, empathy, team spirit, maintaining unity, psychological pressure, mental health, solidarity, self isolation.Honesty: winning-based attitudes, correct behaviours, unsportsmanlike behaviours, deceiving referee.Equal opportunities: mental health, proving oneself, selfishness, assuming arrogant airs, self criticism, tending towards violence, not accepting the score, reactionary behaviours, psychological violence, maintaining team spirit, being fair and just.Empathy: Emotional reaction, determination, experiencing empathy with others, awareness of empathy, earnestness, selfishness.Viciousness and aggression: sportsmanship, aggression towards provokers, unsportsmanlike attitudes, maintaining justice.b) Teachers as Subjects:Gentlemanliness: favouritism, sportsmanship.Honesty: contestant?s problems, contestant?s problems are not my concern, taking advantage of his problems.c) Managers as Subjects: fair play, gentlemanliness, sportsmanship, honesty, discrimination among pupils.CONCLUSION:It was found out that pupils displayed positive attitudes towards concepts such as gentlemanliness, virtuousness, fair play and accepting losing. Another significant finding is that pupils? foster winning-based ideas and they also have negative attitudes towards their own team partners and contestants as well. Therefore, they need further education to absorb the concept of ?fair play?.Teachers, on the other hand, remarked that they needed further training to make progress on fair play; students having problems on competitions; necessity for new approaches to terminate anti-fair play behaviours; and lack of determination to grasp the meaning and the spirit of ?fair play? as a concept. The administrators also added that they did not know much about the details of ?fair play? therefore they collaborate with PE teachers.
