IIIABSTRACTTHE VIEWS OF TEACHERS AND ADMINISTRATORS ON PERFORMANCEEVALUATION AS A PART OF TOTAL QUALITY MANAGEMENT INPRIMARY SCHOOLSSenar TAMAMMasters Thesis, Department of Educational SciencesSupervisor: Ass. Prof. Dr. Ahmet DOĞANAYMay 2005, 130 pagesThe aim of this study was to determine the views of administrators and teacherson performance evaluation which has been carried out as a part of Total QualityManagement (TQM) in primary schools. The views of administrators and teachersworking in Curriculum Laboratory Primary Schools on performance evaluation havebeen collected via a 38 item-questionnaire and the differences in the views of severalsubgroups of the participants concerning the items included in the questionnaire havebeen statistically compared.The questionnaire included two parts; the first part aims to obtain socio-demographic data of the participants whereas second part -as the main part ofquestionnaire- includes 38 proposals to assess three dimensions (i.e. employee, teamand organization) of performance evaluation. During preparation phase of the finalquestionnaire form, 52 likert type questions with five grades have been developed afterappropriate literature search and suggestions of supervisor, and then this preliminaryform have been carried out on several participants to conduct factor analysis. Theskewness and kurtosis coefficients, item -total score correlations, correlation matrixvalues of items, factor loadings and differences between factor loadings of commonitems have been estimated as a result of factor analysis which lead to elimination of 14items from the questionnaire. The item and reliability analysis of remaining 38 itemsrevealed that Cronbach alpha values and item-total score correlations are valid.The questionnaire has been applied to 403 participants -366 teachers and 37administrators- who were working in primary schools in Seyhan and Yüregir countiesIVof Adana province in 2004-2005 academic year. Of 403 teachers and administratorsincluded in the present study, 311 were working in public CLPS, 92 were working inprivate primary schools. The descriptive analysis (i.e. frequency, percentage, mean,standard deviation) and chi square tests have been used in statistical analysis of data.The findings acquired from this research have revealed following results;The teachers and administrators who participate into this study highly agreed tothe proposals in employee dimension concerning individual expectations and gains fromapplication of performance evaluation. The views on some of the proposals belonging tothis dimension show significant differences in terms of type of school, gender, workingperiod, attendance to in-service training and teaching branch of teacher.The teachers and administrators who participate into this study highly agreed tothe proposals in team dimension concerning influence of performance evaluation onschool atmosphere and working conditions. The views on only one proposal belongingto this dimension show significant difference in terms of school type.The views of participants on the proposals in organization dimension concerningthe influences of performance evaluation system on national education organization,show significant differences in terms of gender, branch of teacher, working period,status in school administration.Key Words: Performance, Performance Evaluation, Total Quality Management,Primary Schools.
