Abstract (EN)
The aim of this study is to invesitigate 4th Grade Human Rights, Citizenship and Democracy Curricula that become valid in the period of 2015-2016. The research was a descriptive study designed in survey method. In the study, the researcher developed the scaling tool that is based on curriculum. This scaling tool was implemented over 155 class teachers. In analysing the datas, it was implemented the frequence, arithmatic mean, for independent groups, one way analysis of variance, Mann Whitney U Test and Kruskall Wallis H test. In the study, the teachers' opinions were positive related with 4th Grade Human Rights, Citizenship and Democracy Curricula, excluding the achievement item. According to the findings of the study; it was seen the difference between the teachers' opinions related with the program's items and sex, age, graduation, and the degree of the graduate. The teachers stated that the achievements that was suggested in the curriculum were not suitable for the learning level, measurable and transitable to activity. Besides, the teachers stated to disapprove to them for developing the scaling tool that measured the achievements. It was recommended that the curriculum development and and assesment and evaluation experts and the education pschologists review the outcomes in the curriculum.
