Crime of causing development pollution

Due to the increase in the migration of rural population to towns with various inducements, the development population composed in towns becomes a complicated problem. In the past, this problem was tried to be solved by administrative fines embodied in various laws. In Turkish Penal Code nr 5237 under the title of Offences Against the Environment in article 184, the development pollution is embodied with the name of the crime of causing development pollution. Thus, development pollution takes place in penal codes and is penalised. In our study, the historical progress, the description in law, and the form of implementation of the crime of causing development pollution composing the study's subject are examined. During examination, the opinions in doctrine, settled trial practise and decretives are scrutinised and with the help of this way, it is tried to find replies to the study questions. In conclusion, from different ideas in the doctrine related to legal regulation and practise, the ones which are truer according to us are defended, and various suggestions and opinions are included.
