Abstract (EN)

Institutional structures occur with the continuity of informal relations. It is seen that informal relations come on the scene at all parts of social life. Thus, informal relations have various effects and reflections on organizational structures as well as formal relations which expected to exist in institutional structures. Informal relations can have positive and negative effects on both organizational oriented and individual oriented relationships. This study has carried out as an empirical research on the civil servants working in public organization offices. The officers express the inevitability of informal relations at workplaces in various forms. It is mentioned that, especially cronyism, nepotism and partisan forms as individual oriented informal relations have dysfunctional effects for the structures (organizations). At the same time, it?s expressed that inner and outer institutional relations in the institutions have not only individual but also institutional functions. But it has found that, these types of behaviors and actions have not been appreciated and rewarded as well. Hence, organizational oriented informal relations those have positive effects, should be supported or activated according to productivity but individual oriented informel relations should be obstructed to provide arrangement.
