Examination of transportation project in terms of cost management in civil engineering and A sample study

Project cost management is the planning, implementation, monitoring and control process of a project that carried out in order to ensure the most economical completion in the targeted quality standards and the envisaged budget limitation. The Project management process can be expressed as the most important part of a project carried out by especially project managers and senior staff.Project managers want to keep track of each quantitive and financial stage of the activity to be carried out and to be informed. Therefore, it is necessary to create a cost management setup that can answer any question at anytime in the project. In the presence of this kind of stucture, the actual and remaining cost projections can be made and such questions like in which level and in what direction, in which business groups, in which periods etc. of the financial and quantitive activities of the project can be answered. Project management always wants to observe the planned and realized cost balance and be aware of the deviations in this process. Hence, the cost management structure should reveal the business groups and details of the deviation. Thus, the project management concludes whether it observes the quantitative and financial deviations in the related project and takes measures according to its necessity.In this study, the cost management process of one of the biggest and comprehensive transportation projects of its period is explained. The construction process of this project was provided by the joint venture of two Turkish and two Korean construction companies whose name is important in the construction industry. This project includes 88 km of highway, 13 km of access road, 4 viaducts and hundreads of structures, service facilities, intersections etc. with various sizes. Due to the detail and scope of the project, the cost management system of any of the partners has not been used in the cost management process and many different cost arrangements have been designed in order to meet and detail the project requirements. In this study, firstly, the definitions and theoretical information of the steps involved in the cost management process of the mentioned project are given, and then the project cost management applications are examined. The effects, importance and results of the project cost management process implemented in the results and suggestions section are stated separately.
