The place of the concepts of human right and democracy in the curriculum of primary school socialinformation lessons

In Turkey,from secand constitutional monarcy to modern day, in te survey in which elementary education social information in education programmes, called bill of rights and democracy carried out, the principals wich are in primary school,middle school and elemantary school, released from secand constitutional monarcy untill modern day and which are in social information programme, bill of rights and democracy cancepts and regarding position of this programmes improvement process has been chronologically surveyed.Thus,historical process has been used which takes place in scanning model.In the survey program of 1329 which belongs to second constitutional monarcy period; program of 1338 (1922) which belongs to TBMM government period belonging to rebuplic 1340 (1924), 1926, 1936, 1948, 1962, 1968 primary school curriculum programmes,middle school programmes which dates 1938, 1949, 1970, 1971 midle school Turkish Rebuplic Revolution and kemalism, dates 1981, National middle school Citizenship curriculum programme dates 1985, middle school Citizenship Information Education curriculum programme which dates to 1992, Elemantory social Information which dates to 1998, whith Citizenship and bill of rights educational currirriculum programmes have been surveyed.If we hoppen to summarize the results which have been acguired in the end of the survey: Mekatib-i ibtidaiyye lesson curriculum(primary schools?lesson curriculum) which dates to 1329 is so important and it is first curriculum in which there are democracy and bill of rights principalls and its impact has prolonged also in Republic years. Dated 1338 the first, middle instruction schools curriculum programme became one time a proramme and because of being released in the period of TBMM government, it presents a transition period?s education concept. In spıte of being an interval program concepts of bill of rights and democracy are taken places.Including social information, in history and citizenship lessons, released since secondary constitutional monarcy untill modern day,in all primary school curriculum programmes concepts of democracy and bill of rights are essentially taken place.Including social information and for citizenship education, citizenship information lessons, in spite of taking place under different names in primary and elemantary programmes, it hasn?t given up principally the idea of including concepts of democracy and bill of rights.In the end of survey, it is cancluded that the periods of curriculums which were released regarding bill of rights and democracy and they went under effects of their ideolojical aproach.Together with it was understood that bill of rights and democracy concepts in the curriculums were prepared suitably to interdiscipline patterns, generally ıt was determined that single discipline conceppt overtook.In carrying of concepts of bill of rights and democracy which take place in social information curriculumprogrammes, it appeared that with presentation processes of theoretical information and in social information curriculum, closed to modern day chronologically, those processes were carried to students with more includingapplication.Since 1980?s curriculum programmes have started to be given according to the lessons and given in lessons independently.In that period, the most significant revolution, viewed in curriculums, is the incriase of giving importance and emphaty to Ataturk subjects.In 1997-1998 elemantory education information curriculum programme, released after the transition of eight years of elemantory education application, is full of some absence.In our country, being not adeguate fort his transition period,educantional, economical and social possibilities have increased this absence one time more.Particularly, ın our country?s several place which have limited possibilities and have inadeguate economical conditions, this revolution which is appointed without bulding not strang infstractures in basemet?s have taken reactions as socially.This revolutions bringing force to applier, condradicts to concept of democracy which is our survey?s subject. In spite of bringing abligation to applier, it has been viwed that it has been corried in term of application and in term of principality which is in social curriculum programmes it has in content elemantary education social information curriculum having bill of rights and democracy comprehensively.In all of elmantary, education social information programmes, subjects of human rights and democracy take place in cantent;but principaliy, subsitutions in curriculums stand aut.Those subsitutions have increased importance of human rights and democracy concepts.In canveying those concepts to students, we must convey them taking the point how students will use those concepts in day-to-day.Conveying like that will give fairly lasting impact on a student or learner.In modern day, when theoritical information isn?t applied it dosn?t mean anything, concepts of human rights and democracy especially when conveying them to future generations,we must use the processes which have more information.Key Words: Social Studies, Primary Education, Democracy, Human Rights
