Abstract (EN)
While the information, the basis for today's economy, was a part of economic processes in the past; it has become the process itself nowadays. However today, the important thing is not the existence of knowledge, but it?s usability. As for establishments at the right time with the right cost, the right person?s getting through to the the right knowledge is important. 'Department of Human Resources? is engaged at this point. Alternations and innovations like increase in national and international competition, advances in organizational culture, technological changes and improvements, labor force structure change, rise in educational levels of people, globalization, international business developments have triggered establishments to need qualified manpower so as to survive and create difference in this competition platform. Corresondingly, `human resources? has been regarded as a key element that should be focused and developed for the establishments. At this point, `Human Resource Management? plays major important role not only in the fulfilment of the goals of establishments but also in the meeting the needs of employees.Human Resources Management, has passed several periods until now; in each period its assignments and responsibilities have increased gradually, the fuctions it performed gained diversity. The increase and diversity in question required for persons who are assigned on this subject to have information on the subject and people, who are trained and licensed or holders of graduate degrees especially on the subject of human resources management have been preferred by the organizations. These people, who are going to be assigned to the departments of human resources of the organizations, should also remember that it is necessary for them to act according to the legal regulation in effect while performing their jobs. Therefore, it is expected for the departments of HRM to assign people who are well-informed primarily on the Labor Law No. 4857 and the laws and guidelines organizing the relations of employee-employer in the regulation. In this context, legal grounds of the functions that the departments of HR functioning in the establishments fulfill in the course of starting from the engagement of a business contract until the time of its expiration has been analyzed in our study.
