Abstract (EN)

It is widely accepted fact that human resource management is the most important factor which has received acceptance by today?s organizations while gaining successful and competitive identity. Market, demographic, social and administrative or technological developments can be used to gain competitive advantage only by using human resource more effectively. Human Resources can be defined simply as developing the most important section of any business its human resource by, attaining or upgrading the skills and attitudes of employees at all levels in order to maximize the effectiveness of the enterprise.It might be possible for organizations to outclass rivals on the destructive competition environment provided with applying human resource management, self-renewal, comprehending and using information for generating creative ideas. Organizations will make more progress with Intellectual Capital named human resources than physical assets.My thesis consists of three chapters. In the first chapter; put forward features of human resource management and importance in-service training in human resource management, second chapter; individual and environmental factors affecting effectiveness of in-service training techniques and strategies, last chapter; conducted a fieldwork survey, performed descriptive analysis of effective individual and environmental factors on in-service training and in accordance with participants? suggestions try to determine techniques and strategies which have an positive and increasing effects on effectiveness of in-service training.
