Evaluation of logistic skills in civil-military cooperation performance in humanitarian logistics

Considering the qualifications required for civilian and military personnel working together in natural disasters and humanitarian operations, different perspectives can be seen as logistical. The proper management of humanitarian logistics depends on the recognition and measurement of the relationships between logistical skills within the scope of civil-military cooperation performance. This study aimed to provide a model for identifying, ranking and evaluating logistical skills within the scope of civil-military cooperation performance in humanitarian logistics. A two-stage method was used in the study. First of all, 48 sub-skill criteria under 5 main criteria, which were obtained as a result of literature review, were evaluated by experts and evaluated with one-turn Delphi technique in order to determine the importance level of the experts and to use the above-average. Afterwards, the 19 sub-criteria above and above the determined average were paired with ANP method and humanitarian logistics civil-military cooperation logistic skills were determined. Research mainly engaged in humanitarian assistance and disaster relief agencies and emergency duty in the armed forces operating in Turkey and with the participation of specialized staff in this matter. In addition, academicians who have done research on the subject participated in the research and gave their expert opinions. In the application of the single-turn Delphi technique, the sample consisted of 8 subjects (n = 8); Opinions were obtained from 4 experts (n = 4) in the ANP pairwise comparisons. As a result of the research, it is seen that "logistics skills in the context of humanitarian aid" which is one of the main criteria of logistic skills is at the forefront compared to other main criteria; and at last, "interpersonal relationship skills" was found. When the findings of the sub-criteria of the study were examined, it was found that the most important criteria was "change management"; second is "leadership skills" and third is "project management skills". In addition, "ethical attitude skills" took the last place in the ranking of sub-criteria. Civil-military cooperation in humanitarian logistics skills criteria for the purpose of evaluation of the work they haven't done a lot of work by researchers in Turkey; Civil and military people who are in the field of humanitarian logistics activities can easily find people in terms of the desired skills in the sense of guidance of this study. Future research may include the events taking place in the past may be examined to test the findings by taking into account the findings of this research. To determine the position of "leadership" is considered to be useful between parties. It will be useful to determine different perspectives by working with different research models.
