This contemporary study aims to shed light on the subject of Shura in Islamic jurisprudence (during the period of prophecy and Alrashed caliphate) and democracy, and the extent of their relationship, and the common bridges that bring them together at the level of contemporary Islamic thought, Shura as a form of participation in governance derived from the Islamic religion, and its importance lies in the statement of the relationship between the ruler or the caliph on the one hand, and the people of the Shura on the other hand, which is an ideal way for the success of any institution, and the safety of the nation and protect it from collapse, which requires from the person with certain features, including intelligence, discernment, reason, justice and real opinion, and he secret keeping, and the scope of the punctuality, and I described the statements of scholars in this, and the continuation of this approach until the time of the Alrasheden Caliphs "may Allah be pleased with them", and the term democracy, is a political system and social status linked to the West, from the ancient Greeks to the present day, as one aspect of Western civilization, based on the regulation of the relationship between the individual, society and the state, in terms of equality between citizens, and granting them the right to participate in the enactment of laws and legislation regulating life, as the source of power. Activating the Shura system and its principles and provisions in the life of the nation is not an easy task. The convictions of any system, and then seek to implement, and this task of scientists, thinkers and reformers, in large numbers and wide preparation, so that avoid people to be back warded, and perhaps the nation's underdevelopment and the process to be succeed tyranny has contributed to the creation of conditions to return them to the Shura, especially as they tried democracy, they find not treatment for the disease, and no reform for the situation. Muslims today are looking to save themselves from this backwardness and this tyranny, but this project needs Shura itself; where a conference should be held in which the nation and the people, scholars meet for consultation in the design and preparation to return to the Shura in Islamic form.
