Applications usually use the elimination of the risk by the risk management and risk transfer and keep under control practices after the hazard and risk analysis. However, the full participation cannot actualized in work safety applications in enterprises. Enterprises does not consider that the law more than just a necessity because of the lack of the supervisor of government. Therefore, It needs established a safety culture with the safety applications. Firstly, the firms should describe own organizational culture for the effective safety applications. Construct and operate effectively all of these based on organizational values. Sets of the norms and applications convenient to workers value provide the quite accepted from the workers.Basic conception of organizational culture and values are described at the first section of the thesis.
