Abstract (EN)

In this thesis, the international broadcasting relationship between West Germany and Turkey, which started as "well-intentioned" aid but later turned into economic dependence, will be discussed within the framework of theoretical approaches. This "goodness", which causes Germany's redundant black and white televisions, which were stuck in warehouses, to be sold in Turkey at exorbitant prices, and which caused Türkiye to follow the technology more expensively behind due to donated equipment suitable for black and white broadcasting, while Türkiye had the opportunity to switch to color television broadcasting will be analyzed and evaluated within the context of postcolonial studies. The research method of the thesis was to explain how this aid, which was initially perceived as a positive reflection of the relations between the two countries, turned into a relationship of dependence over time, in the light of official documents, news, and archival pictures. The fact that this aid, evaluated in the context of international communication, has much more aims than providing technical support and that this aid tries to put serious pressure on Turkey's media policies shows the importance of the issue. The research analyzed the idea that technological aid will never be unconditional and will potentially turn into technological dependency and economic exploitation on international media relations. The findings of the research show that technological aids, although initially providing positive effects, have the potential to create dependency over time. This situation reveals the risk of national independence and independent media policies being shaped by external factors. The study aimed to explain how the process of technological dependency progresses through the results of the international broadcasting support agreement signed between West Germany and Turkey. The study reaches its conclusion by explaining why Turkey should attach importance to its independence in the field of media.
