In recent years, fast developments on information technology systems have brought new debate over replacement of trational ballot box with the new computerized electronic system. The Electronic Election system would be particularly useful in not only speeding up counting of votes but also letting all the electorates be able to vote without having any obstacles. However, like all other new technologies, some drawbacks of electronic election system are also inevitable. This is the reason that many researchers have been working on the most critical issue of achieving safe and reliable election.Among the well known electronic election models, the Mercuri Model suggests that there is no way that safe and secure electronic election is possible therefore any IT based system should be used together with a ballot box. In the framework of this work, the prototype of Mercuri Model is implemented by means of using Java technologies on the Turkish Election System. In order to assure the electorates about the outcome of their vote, a paper copy of the vote is also provided by the system at the final stage of voting. Further improvement regarding the election safety, an encrypted serial number is also printed on the ballot-paper.
