Abstract (EN)
Geographic Information Systems that are used for cadastral purposes have become the national projects of Turkey and many other countries in the world. However, the most important factor that effects the design and implementation process of these projects is the existence of different cadastral structures in different countries. Various GIS models have been developed depending on current various legal and institutional structures in different countries. Besides classic 2D GIS, GIS has become more popular with its functions like 3D calculation, query, analysis and visualization of geographic space. in the short term, 2D GIS will be suffıcient to respond to current conditions however in the medium- and long-terms, ali of these systems will inevitably be influenced by the fact that elevation is a geographical Information and by the need to create more resemblance to the real world.in this study, we examined how Information systems with cadastral purposes will be influenced by these developments and how rights of immovable properties can be modelled in 3D, registered and kept confıdential through modelling and visualisation techniques. We also explained the cadastral structure of Turkey; we gave examples of studies conducted on the subject in other countries and we investigated the subject from technical, legal and institutional points of view.in the second chapter, there are components, functions, fıelds of use and data models for GIS and in the third chapter 3D modelling techniques are explained. The fourth chapter includes, for abetter understanding of our country's cadastral system, an explanation of property rights, cadastre, land registery, specially condominium rights with emphasis on the relation of between these topics and 3D. Also in this chapter, Information is given on the new Turkish cadastre and land registry system which was designed as a GIS (TAKBIS). The fifth part is about the approaches on the visualization of immovable properties in 3D with arguments and studies from different countries. in the following chapter, we formed condominium as a 3D object by using the 3D modüle of a GIS software, which is used commonly both in Turkey and in the world in land registry and cadastre fıeld, then we related this to registry database. We also looked for answers to the question « What can be done by using a CAD software?". in the end, we offered our conclusions and suggestions.Keywords: GIS, 2D Cadastre, 3D Modelling, Condominium
