The renewal of cadastral maps

In Turkey, cadastral issues are dealt with in a systematic way by the state. The changesoccurring on the ground are to be put into the cadastral records and into the map, in case thereis a request coming from the people concerned. Border changes on the ground, such as, newlybuilt constructions and facilities, recently constructed roads and such similar changes can notbe reflected on the cadastral map unless requested by the people concerned. Moreover, the oldcadastral maps that are still being used today have been becoming technically insufficient inthe face of developing technology over time and are losing their ability to implement thesenew and much needed technologies successfully. In time, both maps and original documentsused to create the maps become unserviceable because of the reasons like abrasion, ripping orgetting lost. Because of such reasons and other similar ones, in time, the relationship betweenthe cadastral map and the ground has become spoiled and maps have started to not trulyreflect the ground.Cadastre is a living service that requires continuity. The cadastral and title deed mapsproduced through the works of the cadastre, in time, have changed depending on the socio-economic structure of the society, as well as for technical reasons. The outdated cadastralmaps should be updated according to the conditions of ongoing time and technology or inother words, the renewal of these has become necessary.With these considerations, law number 2859, ?The Renewal of Title Deeds and CadastralMaps,? has been created and this law has aimed to make maps more suitable to today?stechniques and more serviceable. According to this law, at least one block or locational basedmaps that are insufficient because of technical reasons, unserviceable, incomplete or ones thatdo not show ground borders, according to the original records, can be renewed.The unfinished cadastral studies that have been going on in Turkey for quite a long time hascreated the need for a renewal of 2/3 of the cadastral maps according to current technologies.Therefore, studying ?renewal of cadastral maps,? which in time, will be a more currentconcept for us and concerns all the landlords who have shares in these areas, has become aneed.Keywords: Cadastre, The Renewal of Cadastral Maps, Renewal Law
