Abstract (EN)

The life of Ruşeni Bey, a military officer who was a member of the Party of Union and Progress and Teşkilat-ı Mahsusa, formed the basis for the study. The research complied with the chronological order and explored Ruşeni Bey's military and political activities along with his world of ideas starting from II. Constitutional era. Despite having criminal conviction due to deserting the duty station during I. World War, Ruşeni Bey engaged in intelligence gathering activities across Iranian area and attempted to bring Persian tribes into the fold of the Ottomans. Ruşeni Bey prepared reports and wrote Ruşeni's Dream that was published in 1918 in Tehran, in which he expressed his targets that bore Panislamist spirit based on Pan-turkism that transcended Iran. The retreat of Czarist Russia from the I. World War made a gap and Ruşeni Bey went into the effort of a political formation across Caucasus that favoured Turkey after his efforts in Iran; however, his Panturkist goals became meaningless after the Ottoman Empire concluded Armstice of Moudros in 30th October, 1918. Although no evidence exits that he served officially, he is thought to have carried on with his intelligence activities in Iran. After he was arrested and released in Iran, he returned to Turkey and lectured in the Turkish Hearth against Iran. After an eventual minor crisis between Iran and Turkey, he served as a short-term Consul of Jerusalem. Then, he performed his duty as a PM of Samsun between 1932-1943 in GNAT. His works are Ruşeni's Dream, True Colours of Iran and No Religion but Nation. Ruşeni Bey died in 1953.
