Abstract (EN)

In our country, health services which are substantially public qualified iscarried out by civil servants as an activity of public. Especially, accompanied by theneo-liberal transformation in 1980s, although the field of economic and commercialactivities of the state was wished to be restricted, today the place and the importanceof the public economy within national economy is significant. The most importantissue in front of the production activities of today?s economies is scarcity ofresources and it is not possible to solve this problem in a short time. So, the onlything to do is to improve the efficiency of available resources and the quality ofservice.Another important issue is a fair distribution of income acquired as a result ofproduction activities. Submitting of Health Services has a property such asasymmetry of information and the production of health service is manufactured by alabor-intensive production technology well-equipped and scientific. For this reason,development of health services in Turkey and the institutions offering these serviceswere investigated. Also in this section; in the presentation of services, the place,importance and development of public hospitals in Turkey were studied. Andadditionally, health service providers and their properties in public hospitals wereexamined.In the second section of the study, under the title of ?Performance-Based Wageeffectiveness and efficiency of health personnel is important in health care deliveryto improve effectiveness, efficiency and quality of service. In order to obtain thiseffectiveness and efficiancy, a fair wage policy is of great importance together withthe improvement of working conditions. In the presentation of these health services,in the name of increasing the motivation of more effective employees by rewardingthem, a relationship has been established between staff performance and staffremuneration and a performance-based wage system has been started to beimplemented.This study named ?Performance-Based Wage System in Public Hospitals andEvaluation in Terms of Various Occupational Groups? consists of three sections. Inthe first section of the study, definition and types of health services, and the historicaldevelopment of health services in Turkey and the institutions offering these serviceswere investigated. Also in this section; in the presentation of services, the place,importance and development of public hospitals in Turkey were studied. Andadditionally, health service providers and their properties in public hospitals wereexamined.In the second section of the study, under the title of ?Performance-Based WageSystem and Properties?; wages and wage policies applied to health service providers,wage systems applied to public hospitals were studied. And finally the purpose ofperformance-based additional payment system which applied in public hospitals,basis and calculation methods were discussed in detail.Keywords: Publıc Hospitals, health care providers, wage, performance Performance-Based Wage System, effectiveness, efficiency
