A study on working conditions and rehabilitations of disabled and ex-convicts employed in public institutions (Elâzığ Municipality example)

This study aimed to explore the working conditions of individuals with disabilities and former convicts working in the field and at the headquarters of the Elazığ Municipality, the policies implemented for them, and the practices implemented to improve their employment. Thirty-two disadvantaged personnel were selected as a sample for the study. Qualitative research methods were used, including interviews. The research established a framework by analyzing the concepts of individuals with disabilities and former convicts, the problems they face in their professional lives, and the potential for improved employment. Furthermore, the study focused on the problems faced by individuals with disabilities and former convicts in society to understand their importance in society. The interviews conducted as part of the study revealed that individuals with disabilities and former convicts are not understood by regular staff and managers within the Elazığ Municipality, where they are employed, and that they face difficulties exercising their rights. It was determined that there are differences between units within the institution regarding the disadvantaged, indicating that managers are inadequately aware of disadvantaged individuals, and that individuals with disabilities and former convicts are subjected to undesirable attitudes and behaviors by regular staff. Furthermore, the study revealed that there is no effort by senior management and unions to improve the employment of individuals with disabilities. This study determined that the Elazığ Municipality had not reached the 4% limit required by the Bel-Per staffing quota system. It concluded that this limit could be reached by hiring eight more disabled personnel. This situation was communicated to the relevant department, and it was confirmed that work would be undertaken to fill the remaining gap.
