Abstract (EN)
Developments taking place in administrative considerations and organizational theories have brought about reconstructions within the framework of current organizations. Since our era has been qualified as the information society age, information has turned into one of the basic means of competition. Thus, information has started to possess much more power, gaining a strategic character. Information society has increasingly required organizations to restructure themselves as Learning Organizations. Although there have been instances of restructuring in public organizations, these efforts have not proved rapid enough as was the case in the private sector restructuring. Thus, present day public institutions are supposed to be Learning Organizations if they are to keep pace with the rate of change. On the way to be a Learning Organization, public institutions are expected to organize their training and development programs aimed at their personnel on a continuous basis. It is essential that the personnel (human resources) be developed and reinforced.
