Public private partnership: TIGEM model

The Public Private Partnership (PPP) model, a method of public service, existed in various forms even in ancient times. It has re-started in England in an advanced way as it is today. Times more widespread model for other European countries, Turkey and has spread throughout the world. The late 1980s, since the 1990s, Turkey has started to be practiced widely, however, and need to be further developed. It is seen in different species in the countries where it is used and is also referred to by names. For example; public-private cooperation, public-private partnership, public-private agreements, such as the various definitions have been used as names in various names. The purpose of this study, what PPP model of public goods and services production of advantages and disadvantages to explain in Turkey is that understanding, improving, alternative methods can be introduced and the state of agriculture in Turkey, one of the first PPP model implementing agencies General Directorate of Agricultural Enterprises (TIGEM) situation analysis of the application After the positive and negative aspects of the use of the public-private cooperation model in the state agriculture have been revealed, it is aimed to produce information for the concerned people by presenting various suggestions and structuring the system to maximize public benefit. In this study, first of all, public-private cooperation model is explained in a conceptual way and its history, its emergence and development are explained. As there is not a single definition of general validity, as in the literature, the definitions of public-private cooperation according to various views and places of application are included. Having regard to the application form and legal infrastructure in Turkey, some examples are given places in the world practice. In some developed countries, PPP implementation methods were investigated. TİGEM model of PPP practice in Turkey sample was analyzed. First, information was given about the General Directorate of Agricultural Enterprises (TİGEM), and history, purpose, legal basis and sharing were made about the enterprises. Analyzes are presented by means of tables and graphs related to the public-private cooperation and the enterprises that TİGEM has given as an affiliate with public-private cooperation and leased by procedures other than the public-private cooperation model. As a result of the findings obtained in the study, it is seen that both enterprises are not able to work efficiently due to the idea that both enterprises will suffer more losses and more losses due to structural problems. It has been rented for 30 years (long term) and some within the framework of PPP, provided that the costs are liquidated for reasons such as being above the operating budget and made available for the purposes and activities specified in the main status. Thus, TİGEM has gained income by getting rid of the losses in question. In short, the public-private cooperation formula can be a method in areas where the private sector and the state cannot enter or do not want to enter for different reasons. At this point, the agreement must be made with great care and meticulousness.
